As for any other form of remote voting, international standards as developed by the Venice Commission26 and more generally by the Council of Europe put the emphasis on the conditions of safety (from interferences) and reliability (proper functioning). The acceptability of the introduction of postal voting has to be assessed in the light of these criteria.
