Postal voting is allowed in many Council of Europe member States, such as Austria, Germany, Spain and Switzerland. Some States allow it for voters abroad only, such as Andorra, Belgium, the Netherlands and Romania.28 If citizens abroad can only vote in person, the limitation of the number of polling stations in certain countries may have a discriminatory effect, as was criticised in the case of Bulgaria.
