States are obliged to ensure that the principle of secret suffrage is respected.33 This is an inherent challenge for postal voting, as well as for other remote voting methods, such as internet voting. Unlike voting in polling stations, there is no way for electoral authorities to monitor the voting procedure of postal voting and to physically isolate the voter when filling out the ballot paper, in order to ensure the secrecy of the vote. Nonetheless, many countries do allow for non-supervised postal voting and this does not go against European and international electoral standards.34 At any rate, the violation of secret suffrage should be sanctioned.
