If the aim of the Law is to test the feasibility of the legal framework and its implementation, countries with comparatively few residents with Moldovan citizenship could be selected so that the effect of postal votes are less likely to have a significant influence on the election result. In line with this reasoning, it would be problematic to select only some but not all countries with a large Moldovan diaspora. At any rate, the trial is made more credible by the fact that the countries chosen in Article 35 involve numbers which are not hugely significant.
