Overall insecurity is a major impediment to the holding of free elections and is largely due to the action of gangs which control an important part of the territory. When security is re-established, the members of these gangs having committed crimes should be put on trial, but it is unlikely that (final) convictions may take place before the elections. In this regard, the Venice Commission recommends considering whether the political rights should be suspended for citizens awaiting trial for serious crimes.
