While there is a general trend to introduce out-of-country voting, there is no international standard which imposes it. In a country with a very important diaspora, this is an essential issue and also a major challenge, especially concerning voter registration and the organisation of the voting operations. Ensuring the holding of elections in-country in conformity with international standards should be a priority, before envisaging out-of-country voting, taking into consideration the significant number of Haitians who have left the country and who are in an irregular situation in the country in which they stay: in this situation the elaboration of a reliable electoral list will pose serious problems.
