According to the Venice Commission’s Code of Good Practice in Electoral Matters, “[i]ndependent, impartial election commissions must be set up at all levels, from the national level to polling station level. The central electoral commission must be permanent in nature.”10 These are essential requirements for ensuring the conformity of the electoral process with international standards.
