No standard solution may be recommended concerning the composition of a central electoral commission. The best choice must be made on the basis of previous experience and local circumstances. Haitian and international stakeholders made it clear that they did not find a political composition of the electoral administration – that is the appointment of its members by political parties – to be a good solution.
