In its consolidated recommendations following the 2015 electoral observation mission and the 2016 electoral expertise mission, the European Union stated that “the main recommendation of the EU electoral missions concerned the separation between the CEP [Conseil électoral provisoire] (electoral operations) and the bodies in charge of litigation, based on the principle that the CEP could not be both judge and party”.
