Election observation
Election observation is a guarantee against electoral irregularities. Therefore, both national – partisan and non-partisan - and international observers should be given the widest possible opportunity to participate in an election observation exercise during the whole electoral process, starting from the registration of voters and ending with the settlement of disputes.
