Electoral system
A two-round majority system was applied to the elections of the President of the Republic and to both Chambers of Parliament,32 and a first-past-the-post system with closed lists to municipal elections. The issue of a change of the system was raised neither in the documents submitted to the Venice Commission nor in the discussions in Washington.
