Article 25 contemplates that voters may register to vote by post and even proceed to vote by post but can then present themselves at a polling station in the Republic of Moldova and get a paper ballot. The workability of this provision should be carefully checked as it appears to rely on the efficacy of cancelling the postal ballot in order to avoid double voting.
