While the present amendments do not concern either of the three explicitly mentioned fundamental elements to which the one-year principle applies (i.e. the electoral system proper, membership of electoral commissions and the drawing of constituency boundaries), it must be noted that this list is not exhaustive. The amendments relating to political parties’ candidate lists are relevant for the outcome of elections, and their adoption much less than one year before the next parliamentary elections therefore gives rise to serious concerns.
