(1) In deciding whether it is justified to impose a fine and in determining the fine amount, the election commission shall consider all circumstances of the case, and in particular the number of people affected by, the gravity of, the territory affected by and the recurring nature of the violation. If the violation was evidently intentional, this fact shall be taken into account when determining the fine amount.
(2) The maximum fine amount shall be five times the monthly amount of the mandatory minimum wage for natural persons, and fifteen times the monthly amount of the mandatory minimum wage in any other case.
(3) If the person liable for its payment did not pay a fine within fifteen days of the conclusive decision imposing the fine becoming final and binding, the National Election Office shall, after the expiry without result of a time limit set in a call for voluntary performance, request the state tax authority to collect the outstanding amount of the fine as public due to be collected as tax.
