The reasons adduced for the merger of elections were the following: the overlap of a number of elections in a short period of time (four or five rounds of elections in the same year, which should not happen again for another 20 years) and the possibility of substantive savings on the cost of the elections. In addition, these was a concern of low turnout, as citizens could be overwhelmed by so many elections. These reasons appear, in principle, to be justified.
