The Code of Good Practice in Electoral Matters provides that, should there be a representation of political parties in the electoral commissions, they “must be equally represented on electoral commissions or must be able to observe the work of the impartial body”. Equality may be construed strictly or on a proportional basis. GEO 21/2024 provides for a strict equal representation of political parties with seats in the national and European Parliaments and possible representation of other parties. This is in line with international standards.
