The Commission observes that it is rare that so many elections take place the same year, but it is not necessarily unexpected: the possibility could and should be envisaged by legislation, in particular due to the possibility of early elections. Codification of electoral legislation may help avoiding frequent revisions of the legislation – including late revisions through emergency ordinances –, to ensure completeness and consistency of the legal framework and therefore to improve trust in the electoral process.
