1. The ballot lottery shall be held on a date determined by the CEC.
2. The Chairperson of the CEC shall decide the procedures to be followed in the lottery, ensuring
that the lottery is fair and transparent. The Chairperson of the CEC shall preside over the
drawing of lots.
3. The Office shall notify the political entities of the location, date, and time at which the ballot
lottery will be held. Each political entity shall send a representative to draw a lot and observe
the conduct of the ballot lottery. The Chairperson of the CEC shall chair the ballot lottery and
if a political entity does not send a representative to the ballot lottery, a member of the CEC
Secretariat shall draw a lot for that entity.
4. The CEC shall ensure that the ballot is clear and understandable and take precautions to
inform voters in time about its content and how to vote/write on it.
