1. The MECs shall issue a written notice provided by CEC informing any eligible voter or group
of voters whose request for SNV was denied the right to submit a complaint to the VPNV
informing them of their right to file a complaint with the Electoral Panel for Complaints and
Submissions by the date specified in the notice.

2. The Electoral Panel for Complaints and Submissions examines each submission it receives
in accordance with the Rules of Procedure and the deadlines set by this law and the CEC rules.

3. The Electoral Panel for Complaints and Submissions may order the CEC to include or exclude
eligible voters from the VPNV voter list, based on its authority.
