1. All activities conducted at the MCC and CRC may be observed by CEC members, the CEC
Secretariat’s staff, Municipal Election Commission (MEC) members, and election observers
accredited by the CEC.

2. The CEC takes a decision on assigning the number of observers present in the MCC and
CRC. No entity can send more than one observer per counting table at the same time to the
MCC and CRC. In case the CEC assesses that the number of observers present presents an
obstacle to the counting process, it can instruct the entities to reduce their number.
