1. Complaints concerning the conduct of the count at the MCC and CRC shall be submitted in
writing to the ECAC within fourty-eight (48) hours from the alleged violation.
2. The submission of a complaint shall not interrupt or suspend the counting process.
3. All complaints to the ECAC shall be decided no later than seventy-two (72) hours from receipt
of the complaint in the ECAC central offices.
