1. Candidates for the Director of the Secretariat must meet the minimum criteria as follows:

1.1. be a citizen of the Republic of Kosovo;

1.2. have a university degree in the field of law;

1.3. have a high professional reputation and personal integrity, and have not had a
disciplinary measure imposed in the last five (5) years;

1.4. have at least eight (8) years of professional work experience, of which five (5)
years of managerial experience;

1.5. have not been found guilty of a criminal offense;

1.6. in the last six (6) years, he has not exercised a function in political subjects or he
has not been a candidate, elected or appointed in legislative or executive bodies at the
central and local level.
