Parliament enacted the amendments through an expedited procedure. As stated in the request letter by the Congress, "[t]he amendments were passed within a single week by the sole political entity presently represented in Parliament, without extensive public consultations involving all relevant stakeholders and in the context of significant political polarisation and tension." During engagements with Georgian interlocutors, the delegation of the Venice Commission was informed that the new Parliament frequently utilises urgent procedures to amend the legal framework in an expeditious manner, at times within a matter of days.
