(1) The votes cast by mail by voters with no address in Hungary shall be counted by the National Election Office under the supervision of the National Election Commission. The counting shall not start before 19.00 on voting day.
(2) Observers under section 245 (2), international observers and the press may monitor the entire vote counting process.
