The Inter-American Court of Human Rights has ruled that the preservation of electoral integrity requires States to guarantee effective remedies against actions that undermine electoral integrity.11 Providing adequate security at all polling stations to ensure that the referendum process can take place and continue throughout election day should be considered an action to strengthen electoral integrity.
