The decree establishes certain security mechanisms in the polling stations: it is stipulated that there will be at least two "referendum security agents" responsible for maintaining peace and order (Article 27). They will be coordinated with the national security forces (Article 28). However, given the security problems in Haiti, particularly with regard to gang activity, additional measures should be considered to ensure the safety of citizens during the referendum process. In addition, the decree does not mention whether there will be coordination with the Multinational Security Support Mission (MSS) in Haiti.
