For the rest, the decree does not provide for specific security measures to be taken in the present situation. Even if the decree cannot go into detail about the security measures, the Venice Commission strongly recommends that it provide for the broad outlines of the security framework. The decree should thus set out the minimum conditions for the ballot to take place.
