Article 3 states that universal suffrage shall be direct, secret and free. The credibility of the referendum is linked to the actual ability of voters to vote freely and in sufficiently secure conditions. If the security of the vote is not guaranteed, the question of respect for universal, equal and free suffrage arises (see paras 14 and following above).
