Article 12 is not very explicit: it states that Haitians living abroad vote "under the conditions and according to the procedures and modalities defined by the CEP in the countries where this vote takes place". Nor does it detail the procedures for registering to vote abroad, even though the large number of expatriates could give them an important role in determining the outcome. Given the number of Haitians living abroad, it would be desirable for this major issue to be the subject of a separate chapter in the decree. The inclusion of Haitians abroad in the electoral process would strengthen the legitimacy of the referendum, in a context of social and political polarisation.
