Moreover, voting abroad poses challenges in terms of transporting materials, communicating results and resolving disputes. Therefore, in order to clarify the situation on the points mentioned in the previous paragraphs, the Venice Commission recommends that the decree include at least the essential elements of the procedures and modalities for the registration and voting of voters abroad.
