Article 66 provides for the use of new information and communication technologies for the electronic transfer of the minutes of the vote count to the CEP, which is a good thing and echoes a recommendation of the Venice Commission.26 However, the draft decree does not specify either the nature of these technologies or the security arrangements for this procedure, which are an important element in guaranteeing the fairness of the results. During the online interviews, the Provisional Electoral Council indicated that these technologies would be used in particular for voter registration and the communication of results, in order to ensure security.
