In addition, and more importantly, the provisions on disputes do not specify the decision-making power of the Referendum Litigation Office, and in particular the conditions under which the ballot may be annulled. However, the law does not rule out this sanction (see Article 135, below, a contrario). The Venice Commission recommends that the Referendum Litigation Office should have the power to annul the ballot if irregularities may have affected the outcome.35
