Another crucial safeguard consists in entrusting an independent and impartial authority with boundary delimitation to avoid political manipulation. “National legal frameworks for boundary delimitation are expected to provide that the persons or institutions responsible for drawing the electoral boundaries are independent and impartial and ensure that the criteria for the allocation of seats are in accordance with the International/European standards.”[33] The Venice Commission recommends that this authority should preferably include a geographer, a sociologist and have a balanced representation of the parties and, if necessary, representatives of national minorities.[34] However, it is admissible that the final decision is taken by the legislator or an electoral management body,[35] provided that there exists an appeal procedure to a judicial body to avoid this power to be abused.[36] In any case, the decision on the delimitation of constituencies should be adopted after extensive public consultations with all relevant stakeholders. If political parties are not represented in the committee, they should be provided the right to present their recommendations and objections.[37]
