Since coming back to a multiparty system in 1990, Hungary has used mixed electoral systems, with around half of the members of Parliament elected by a majoritarian system in one-member constituencies and the other half on proportional lists, with a compensatory mechanism. The electoral reform of 2011 changed the electoral system in several aspects. In particular, the number of members of Parliament was significantly reduced from 386 to 199, and the mixed electoral system was converted into a two instead of three tiers. According to the present law, 106 Members of Parliament shall be elected in single-member constituencies and 93 from national lists.[38] The proportional system is applied with a threshold of 5% for single parties, 10% for joint lists of two parties and 15% for joint lists of more than two parties, and with a partial compensation system.[39]
