The “Justification” of the bill states that in Hungary, demographic trends in recent years – in particular the growth of large cities and their agglomerations, and population changes in some rural areas – have resulted in significant imbalances between constituencies. It recognises that several constituencies differ from the national arithmetic average of the number of voters entitled to stand for election in single-member constituencies by more than 20 per cent, in particular in Pest county, and that the number of constituencies in the capital Budapest is in surplus, mainly due to a population decline in the interior of the capital. This was reiterated by representatives of the majority parties and was also acknowledged by several other stakeholders during the meetings in Budapest, all of which agreed that measures were necessary to ensure proportionality and equal voting power.
