As the Venice Commission and ODIHR have previously pointed out,[47] the delimitation of electoral constituencies should be reached by an inclusive political consensus, and it must be done in a transparent and professional manner through an impartial and non-partisan process, i.e. avoiding short-term political objectives (gerrymandering).
