Finally, as already mentioned above, the delimitation of constituencies by (cardinal) law should be avoided, since such a rigid regulation makes the necessary adaptation of the delimitation to demographic evolution dependent on a political decision. Instead of including a list of constituencies as an annex to the Act CCIII of 2011 on the Elections of the National Assembly, the Act should rather specify the mathematical formula to be used in determining the number of constituencies per county.
