As mentioned before, the Venice Commission and ODIHR have already analysed the Hungarian electoral legislation in 2012,[67] following the adoption of a new Constitution and a major electoral reform in 2011. Most of the key recommendations of this Opinion were related to the need for a broad and inclusive legislative process, to the use of cardinal laws, to constituency delimitations and allocation of seats to constituencies. These issues, which are still relevant, have been discussed in the preceding chapters of the present Opinion.
