(1) The provisions of this Act as introduced by Act XLVIII of 2016 amending Act CCXXXVIII of 2013 on initiating referendums, the European Citizens’ Initiative and referendum procedure (hereinafter the “Amending Act”) shall not apply with respect to the submission of a referendum initiative that covers the same matters as a pending question that was already approved with final and binding effect at the time of entry into force of the Amending Act.
