1) When votes are counted, only the polling station commission, the keeper of minutes and, if needed, other members of the election office, as well as media content provider representatives and international observers may be present in the polling station.

(2) The nominating organisations and independent candidates that do not have a delegated member in the local election commission may each delegate an observer to observe the recounting of votes.
