(1) Any political party represented in the caucuses of the their respective constituent peoplesand the Others or any member of one of these caucuses, including ad hoc members electedin accordance with Article 11.11, paragraph 2 of this Law, shall have the right to propose one or more candidates on the list for election of members of that relevant caucus.

(2) Any list may contain a number of candidates that is larger than the number of members to be elected.

(3) No delegate in the National Assembly or councilor of the Municipal Assembly may be a candidate.

(4) Each delegate in the National Assembly shall cast one vote for a list within his or hercaucus.

(5) The vote shall be cast as a secret ballot.
