Principles of referendum
(1) A referendum is free, general, uniform and direct. Voting is secret. Each voter has one vote. The decision ofthe people is made by the majority of the participants in the voting.
(2) Estonian citizens who have attained 18 years of age by the day of a referendum may participate in thereferendum.
(3) A person does not participate in voting if:
1) they have been divested of active legal capacity with regard to the right to vote;
2) they been convicted of a criminal offence by a court and they are serving a prison sentence.[RT I 2006, 30, 231 – entry into force 14.07.2006]
