Working procedures of rural municipality or city electoral committee


(1)       The work format of a rural municipality or city electoral committee is a meeting which is convened by thechair of the electoral committee or, in their absence, by the deputy chair, and in the absence of both the chair and the deputy chair, by the youngest member of the electoral committee.


(2)       A rural municipality or city electoral committee has a quorum if at least one-half of the members of thecommittee attend the meeting of the committee. The meeting of the electoral committee is chaired by the chair of the committee or, in their absence, by the deputy chair. In the absence of both the chair and the deputy chair, the meeting of the committee is chaired by the youngest member of the committee until a new deputy chair is elected.


(3)       The meetings of a rural municipality or city electoral committee are public and are recorded in minutes.


(4)       The resolutions and minutes of the meetings of a rural municipality or city electoral committee arepublished.


(5)       A rural municipality or city electoral committee decides on the issues within its competence by a majority ofvotes in favour. Any dissenting opinion of a member of the committee is recorded in the minutes.


(6)       Where a member of a rural municipality or city electoral committee cannot participate in a meeting of thecommittee, an alternate member who has all the rights and obligations of a member of the committee, except the rights and obligations of the chair or deputy chair, substitutes for them.
