Paragraph 27

In pluralist democracies, political parties and their members are fully entitled to freely convey their ideas and proposals to citizens, notably on sensitive and important issues such as migration and the right to asylum, in order to allow the formation of an opinion on this issue for the free and informed exercise of their vote. Similarly, in compliance with national and international rules, it is entirely legitimate for political parties to propose to citizens the solutions they deem appropriate to effectively regulate these complex phenomena.
