15.  International observers have generally concluded that the legislative basis for elections was sufficient for the conduct of democratic elections, but have repeatedly pointed out problems with vagueness, omissions and inconsistencies in the election laws. Observers have also regularly reported the occurrence of widespread irregularities, some of which are related to limitations in the legislation and its interpretation by electoral authorities.
