69. Under the general provisions of the Code, the voters’ list is a public document,[39] while the Part on the voters’ list requires excerpts to be made available for public inspection at regional offices.[40] The Part also provides that, “The personal data in the voters’ list shall be protected in accordance with a Law, and shall not be used for any purpose other than exercising the citizens’ right to vote …”.[41] To avoid a threat to privacy and personal data protection, especially concerning voters’ addresses, consideration should be given to providing by law or through regulation that only partial data on the voters’ list could be made public (e.g.., including only names, year of birth and polling station).
