96. As noted, a professional service would be established for the SEC, headed by a Secretary-General. [67] Similar provisions were contained in the previous Parliamentary Election Law, but were not fully implemented. After this fact was noted in the previous Venice Commission-ODIHR Opinion, a provision was inserted into the Code including the Secretary-General as part of the composition of the SEC,[68] but not as a member.[69]
