The scale of numbers of the signatures required for candidacy in municipal elections should be further simplified into fewer size classes, so as to avoid controversies about the number of inhabitants and signatures. One can never obviate absolutely against the presentation of candidates with very little chance of election; and the democratic process should allow for such cases.
