119.  The collection of qualified signatures is a relatively controlled process, since the signatures are collected at the offices of the Ministry of Justice.[88] But the absence of clear standards for the review of signature petitions makes it very difficult for the competent election commission to make a determination of the validity of a petition either on its own or in response to complaints.
