160. It would have been preferable, therefore, to address the establishment of parliamentary election districts in some other way. Either the districts could be defined in a separate law, as previously, or the delineation of districts by polling station could be attached to the Code as a separate annex, or schedule. In this way, it would be clear that the delineation is subordinate to the general statutory principles regarding the formation of parliamentary districts.
